Google is in the midsts of a bit of an outage, with Talk, Drive, Calendar, Google+, the Play Store, Gmail and others unavailable for many users, including via mobile. We're sure Google's working on getting things back up and running. In the meantime, vent your frustrations down in the comments.

Mobile service still not fully restored for many

Wireless carriers worked diligently?Tuesday to get their networks back up and running after Sandy struck, but despite that, outages continued for many mobile customers.

About 25 percent of cell towers were knocked out in states hit by the storm, according to the Federal Communications Commission. Putting those pieces back together has not been safe for wireless workers nor?easily doable in heavily flooded areas.

Verizon Wireless, the nation's largest carrier (by subscriber numbers), told NBC News that?in the Northeast, 94 percent of its cell sites are "up and running, and all our switching and data centers are functioning normally."

"The majority of the problems are 'out of service' sites resulting from multiple factors, including telco service disruption, power outages and flooding in low lying areas such as the tip of lower Manhattan," said Debra Lewis,?a Verizon Wireless spokeswoman.

AT&T, the second largest carrier in the U.S., is "experiencing some issues in areas heavily impacted by the storm," spokesman Mark Siegel told NBC News, but, like other carriers,?declined to say at what percent its wireless network is operating.

AT&T?spent part of Tuesday doing an "on-the-ground assessment of our network for damage,?and crews will be working around the clock to restore service. We are deploying personnel and equipment as soon as it is safe to do so," the spokesman said.

Sprint said Tuesday it is "experiencing service impacts in the states affected by Hurricane Sandy and the concurrent winter weather conditions, particularly in the New York tri-state area, Pennsylvania, and parts of New England."

"These impacts are due to loss of commercial power, flooding, loss of cell site backhaul connections, site access and damaging debris," Sprint spokeswoman Crystal Davis said in a statement to NBC News.?

"Weather and safety conditions are still dire in some areas, but our technicians are assessing the damage and servicing sites as they become known to us and as the areas are deemed safe to enter," she said.

"Given the on-going weather conditions, we cannot provide a specific number of impacted customers, but we ask that they remain patient at this time and exercise caution in the aftermath of the recent events."

T-Mobile said late Tuesday that its network is "more than 80 percent operational" in New York City, and "more than 90 percent operational"?in Washington D.C.

"Mobile network engineers are working as quickly as possible to restore service to areas affected by Hurricane Sandy," T-Mobile said in a statement. "Restoration work continues in the harder hit areas of lower Manhattan, Staten Island, Long Island, coastal and Northern New Jersey, Connecticut and portions of Pennsylvania, including Philadelphia."

Insights into a new therapy for a rare form of cystic fibrosis

Scientists at the Hospital for Sick Children in Toronto have established that a drug recently approved by the U.S. Food and Drug Administration to treat a rare form of cystic fibrosis works in an unconventional way. Their results reveal new possibilities for treating various forms of cystic fibrosis.

Cystic fibrosis is an inherited disease afflicting about 70,000 people around the world. Cystic fibrosis patients carry a defective gene that disables or destroys its protein product, which normally regulates the transport of ions across cell borders. When that transport is disrupted, the viscosity of the mucus coating certain organs becomes too thick. A characteristic feature of the disease is thick mucus buildup in the air passages, which causes difficulty breathing and recurring infections.

While the FDA approved the drug VX-770 (also known by the trade names Kalydeco and Ivacaftor) to ease breathing in people with cystic fibrosis caused by a particular mutation in the CFTR protein (the acronym is short for cystic fibrosis transmembrane conductance regulator), exactly how VX-770 worked in those patients was unknown.

Scientists have understood for some time that normal CFTR regulation requires modification of the protein and binding of a small, energy-providing molecule ? adenosine triphosphate, or ATP. But, in their recent Journal of Biological Chemistry "Paper of the Week," Christine Bear and colleagues report that the drug opens both normal and mutant CFTR channels without ATP. Their results indicate that the compound binds to a different site on CTFR than ATP. Significantly, this finding may be useful in developing therapies for cystic fibrosis caused by various CFTR mutations that, like the G551D mutation that was studied, impair ATP-mediated channel regulation.

Bear's group determined how VX-770 works after developing a new experimental system that may have potential for discovering drugs that target the basic defects caused by CFTR mutations, Bear says. The system is useful for identifying compounds that interact with rare mutations such as G551D as well as the major CFTR mutant F508del, she said.

Fuller picture of human expansion from Africa

ScienceDaily (Oct. 22, 2012) ? A new, comprehensive review of humans' anthropological and genetic records gives the most up-to-date story of the "Out of Africa" expansion that occurred about 45,000 to 60,000 years ago.

This expansion, detailed by three Stanford geneticists, had a dramatic effect on human genetic diversity, which persists in present-day populations. As a small group of modern humans migrated out of Africa into Eurasia and the Americas, their genetic diversity was substantially reduced.

In studying these migrations, genomic projects haven't fully taken into account the rich archaeological and anthropological data available, and vice versa. This review integrates both sides of the story and provides a foundation that could lead to better understanding of ancient humans and, possibly, genomic and medical advances.

"People are doing amazing genome sequencing, but they don't always understand human demographic history" that can help inform an investigation, said review co-author Brenna Henn, a postdoctoral fellow in genetics at the Stanford School of Medicine who has a PhD in anthropology from Stanford. "We wanted to write this as a primer on pre-human history for people who are not anthropologists."

This model of the Out of Africa expansion provides the framework for testing other anthropological and genetic models, Henn said, and will allow researchers to constrain various parameters on computer simulations, which will ultimately improve their accuracy.

"The basic notion is that all of these disciplines have to be considered simultaneously when thinking about movements of ancient populations," said Marcus Feldman, a professor of biology at Stanford andthe senior author of the paper. "What we're proposing is a story that has potential to explain any of the fossil record that subsequently becomes available, and to be able to tell what was the size of the population in that place at that time."

The anthropological information can inform geneticists when they investigate certain genetic changes that emerge over time. For example, geneticists have found that genes for lactose intolerance and gluten sensitivity began to emerge in populations expanding into Europe around 10,000 years ago.

The anthropological record helps explain this: It was around this time that humans embraced agriculture, including milk and wheat production. The populations that prospered -- and thus those who survived to pass on these mutations -- were those who embraced these unnatural food sources. This, said Feldman, is an example of how human movements drove a new form of natural selection.

Populations that expand from a small founding group can also exhibit reduced genetic diversity -- known as a "bottleneck" -- a classic example being the Ashkenazi Jewish population, which has a fairly large number of genetic diseases that can be attributed to its small number of founders. When this small group moved from the Rhineland to Eastern Europe, reproduction occurred mainly within the group, eventually leading to situations in which mothers and fathers were related. This meant that offspring often received the same deleterious gene from each parent and, as this process continued, ultimately resulted in a population in which certain diseases and cancers are more prevalent.

"If you know something about the demographic history of populations, you may be able to learn something about the reasons why a group today has a certain genetic abnormality -- either good or bad," Feldman said. "That's one of the reasons why in our work we focus on the importance of migration and history of mixing in human populations. It helps you assess the kinds of things you might be looking for in a first clinical assessment. It doesn't have the immediacy of prescribing chemotherapy -- it's a more general look at what's the status of human variability in DNA, and how might that inform a clinician."

The study is published in the current edition of the Proceedings of the National Academy of Sciences and was co-authored by Feldman's longtime collaborator, population geneticist Luigi Luca Cavalli-Sforza of Stanford and the Universit? Vita-Salute San Raffaele in Italy.

History has produced hundreds of different ethical teachings that work well in specific circumstances but fail catastrophically in other contexts. Fortunately, we can see if those philosophies pass the tests of veracity and practicality without having to examine them one by one. For the purpose of analysis, ethical systems can be grouped in three main types: the partial, the logical, and the teleological.

1. Partial or fragmentary ethics

Partial or fragmentary ethics consist of one or several precepts that are not comprehensive enough to constitute a system of thought. The vast majority of ethical convictions held by people can be classified as partial ethics.

Let me underline that moral principles enunciated in this manner are not necessarily false. Sometimes, flawless albeit incomplete guidelines are predicated; on other occasions, utter nonsense is put forward as ethical precept.

As examples of two well-meaning commandments, take for instance "protect the planet" and "help other people." Individuals who advocate such ethics usually possess good intentions, but their formulations are so fragmentary that cannot be implemented consistently.

If you want to protect the planet, you have first to define "planet." Does it involve only mountains or also animals and trees? If the concept encompasses animals, should it not include human beings as well? If plants and micro-organisms are both part of the planet, should you protect them from each other? Interesting questions, for which partial ethics cannot provide unassailable answers.

If your only ethical principle is to help other people, how do you determine which individuals you should assist with priority? If person A is expected to help person B, is person B required to help person A? What happens if B has a different opinion? Who will settle disagreements on the meaning and scope of the word "help"?

Partial ethics are unsatisfactory because they do not work in all circumstances. Principles such as those mentioned above are correct if applied in a certain context, but cannot be stretched to a full-blown system of morality. Life is too complex to navigate if you know only one thing. Man requires a thinking methodology, not just a list of unconnected precepts.

2. Logical ethical systems

Logical systems of ethics represent a major step forward in human thought. Their purpose is to create a morality that answers all questions, a method that can be applied to all events without incurring contradictions. In History, partial ethics often evolve to logical moral systems after it becomes obvious that man cannot make rational decisions on the basis of isolated precepts.

In contrast to partial ethics, logical moral systems are consistent. Their principles and guidelines are linked to each other. Their conclusions aim at universality in space and permanence in time. A well-rounded moral system should be able to guide individuals in any situation that they may encounter in their private or professional lives.

The "categorical imperative" originated by the German philosopher Immanuel Kant (1724-1804) is the best known system of logical ethics. According to Kant, true principles of morality must be universal, non-contradictory, and recognizable by reason. Decisions and actions are considered virtuous if they can be elevated to universal rules for all men.

"Do not steal" and "do not murder" are just two specific applications of the categorical imperative. Kantian ethics do not address simply a few situations, but all alternatives of human action. Logical ethical systems do not just provide recommendations for isolated cases, but a complete thinking methodology.

Nonetheless, these morality systems suffer from an inherent weakness. They are superior to partial ethics because they are non-contradictory, but internal consistency does not guarantee usefulness. Kantian morality is an intellectual clockwork foreign to the richness of human experience; it is a cold machinery that functions without feeling, ambition, passion, or hesitation.

Categorical imperatives forbid man to attack his neighbour but they won't tell him what he needs to do to be happy. Logical systems of ethics deal with the psychological aspects of human action only to a minor extent. Kantian morality won't provide you guidelines on how to define personal goals, allocate resources, and deal effectively with adversity.

3. Teleological systems of ethics

Teleological systems of ethics are the best that philosophy has produced. On the one hand, they go beyond the isolated commandments of partial morality; on the other hand, they aim at providing a comprehensive and consistent methodology, just like logical ethics. In addition, teleological systems render morality alive by linking it to an overriding goal, namely, happiness.

The word "teleological" comes from the Greek term "telos" which means purpose or goal. Advanced systems of ethics go far beyond "do not steal" and "do not murder." They view the human condition as a complex combination of factors that need to be judged according to general values and prioritized according to individual objectives.

A teleological morality based on reason provides a frame of thought that encompasses all of man's decisions and actions. This system of ethics aims not only at keeping you out of trouble, but also at helping you make the best of your life. The list of teleological virtues includes not only honesty and justice, but also independence, ambition, and persistence.

Which is the best ethical system?

If you want to make optimal choices, you should adopt a teleological system of ethics based on reason. Other approaches to morality are workable in certain conditions, but fail to pass the tests of universality, permanence, consistency, and comprehensiveness.

SEATTLE, Oct 22 (Reuters) - There was once a time when the launch of a new Windows operating system was a huge deal for the technology departments in many businesses. Not anymore. Microsoft Corp's release of Windows 8 on Friday is likely to be a non-event for most companies -- and some experts say many may never adopt it.

The system may appear to offer something for everyone: touch-screen functionality for tablet enthusiasts, a slick new interface for the younger set, and multiple versions to make it compatible with traditional desktop PC software.

Many businesses, though, say there is no compelling reason to adopt. Indeed, a large number have yet to make the transition to Windows 7 from Windows XP.

"Windows 8 is, frankly, more of a consumer platform than it is a business platform, so it's not something that makes any sense from a business perspective at this juncture," said Doug Johnson, head of risk management policy at the American Bankers Association, whose members are among the world's biggest technology buyers. "There is really no additional business functionality that Windows 8 gives you that I see."

For most of the past two decades, that sort of comment about a new version of Windows might have set off panic in Microsoft's Redmond, Washington, headquarters. Not now. Windows 8, in a stark reflection of how the technology business is changing, will rise or fall on how it is received in the consumer market.

That doesn't mean Microsoft executives are publicly saying they won't be going after enterprise customers with the radical new version of its flagship product.

"The lines between the consumer and the enterprise are blurring," said Ron Markezich, head of Microsoft's Enterprise & Partner Group. "Business customers are looking forward to Windows 8 because they don't have to compromise between tablet and PC."

But Microsoft's main goal is to show it can master the new touch-optimized, mobile forms of computing pioneered by Apple Inc and Google Inc. Its colorful, action-packed advertising for the system are aimed at a young, free-wheeling audience, and its new Surface tablets are being positioned squarely as consumer devices.

LUKEWARM

Corporate customers have been lukewarm about the product even after test versions have been available for more than a year.

Car maker Volkswagen, which only last year moved 60,000 PCs onto Windows 7, is not planning to make another drastic shift anytime soon.

VW's head of IT, Martin Eickhoff, said his team was "excited to evaluate the new tablet features" but would wait until Windows 8's release to assess its potential benefits.

That's not unusual, as corporations generally test a new system for 12-18 months before planning to adopt it, meaning enterprise take-up of most versions of Windows -- except for the unpopular Vista -- have only usually happened two or three years after launch.

This time even that pattern might not happen.

Michael Silver, an analyst at technology research firm Gartner, expects minimal corporate adoption over the life of the new system: "We believe 90 percent of large organizations will not deploy Windows 8 broadly, and at its peak, we expect about 20 percent of PCs in large organizations will run Windows 8," he said.

WINDOWS RECEDES

This may not be a huge problem for Microsoft.

For one thing, the company gets 40 percent of its overall revenue from multi-year licensing deals with enterprises -- companies, government departments and universities -- which typically give customers rights to the newest version of its software.

Essentially, Microsoft gets paid regardless of what version of Windows many big customers actually use.

And Windows is also declining in financial importance for Microsoft, although the sales of PCs often determine the strength of Microsoft's earnings. Five years ago, it accounted for almost 30 percent of Microsoft's sales. Last year it was 25 percent.

Microsoft's success in selling to businesses, in the short term at least, depends less on Windows than on its Office products and its fast-growing server and tools division.

One institution that has made an early move to Windows 8 is Seton Hall University in New Jersey. The school has already deployed tablets and laptops running pre-release versions of Windows 8 to its freshman and junior classes -- with help from Microsoft, which subsidized the effort with free consulting time.

"The benefit of the upgrade to Windows 8 for me is that it's touch friendly. Lots of the devices that we have in the community could benefit," said Stephen Landry, Seton Hall's chief information officer.

Landry said his students overwhelmingly liked the new system, after a brief training session, but he acknowledged that many of his peers in higher education were not ready to move so fast.

"Talking to a lot of CIOs, they are not ready to jump into Windows 8 with both feet yet. They are taking a wait-and-see attitude. They are thinking 'That's a lot of work, I need to upgrade System Center (Microsoft's IT management platform), I need to have a little different process for managing the back end.' A lot of CIOs I've talked to, they are saying I'm not really seeing a benefit."

Steven Hanna, chief information officer of Kennametal Inc , an industrial parts and tools manufacturer based in Latrobe, Pennsylvania, said his company has only just moved onto Windows 7, and has no plans to introduce Windows 8 broadly in the near future. But he may deploy it selectively for employees who can make use of the touch-screen, such as traveling sales reps.

"The mobility for the sales force, to put all the material and the ability to do basic transactions in their hands, is going to be a phenomenal driver for us," said Hanna. "We're doing some piloting with iPads, but I'm excited to see the Windows stuff come out."

This appears to be the most likely route for Windows 8 into the workplace. But even this will not be simple because Windows 8 is really two operating systems.

The standard Windows 8 for devices with Intel Corp x86 chips will run old Microsoft applications and generally fit seamlessly into companies' networks and security systems, just like any Windows PC. But Windows RT, the version for devices powered by ARM Holdings chips -- such as Microsoft's new Surface tablet -- will not run legacy applications and require more work to integrate.

MOVING FROM XP

Even as it launches Windows 8, a key priority for Microsoft is to get customers off the decade-old Windows XP -- which still runs on 41 percent of the world's 1.5 billion PCs. For the last three years, it has urged enterprise customers to move to Windows 7, and it has said it does not expect organizations to drop those plans because of Windows 8.

That effectively means many companies will downgrade new PCs to run on Windows 7, not 8, over the next few years.

But if people start bringing Microsoft's new Surface tablet to work, or any of the other new Windows 8 devices, Microsoft is hoping corporate IT managers will welcome them with open arms.

"Some organizations, when they look at Windows 8 Intel tablets, they are going to like them because they are manageable," said Michael Cherry, an analyst at Directions on Microsoft, an independent consultancy that helps customers understand the company. Spanish homeowners dealing with fires and floods will have to pay

??Expats whose homes were destroyed by recent floods and fires will likely not receive financial support

EXPATS claiming for damage caused by the recent fires and floods are being warned they may have to foot much of the bill themselves.

This comes despite the government setting up a dedicated fund to help the thousands affected by some of the worst natural disasters to hit Andalucia in decades.

Many are likely to miss out because they fail to meet the strict criteria imposed by the government because their homes are not correctly registered, claims a leading expat insurance broker.

?The government is promising the world, but in reality many people will not be entitled to any help,? said Jacqui Caplen, from the Insurance Centre, in Coin.

She revealed that owners, whose homes are not classed as legal will not be entitled to a penny, while even homeowners who are fully-insured face a lengthy battle to claim compensation.

It comes as most insurance firms are not required to pay out because the floods and fires are considered ?acts of God?.

?It means all those affected must apply through the Spanish Insurance Consortium, which handles natural disaster claims,? continued Caplen.

The consortium is a fund set up by the government into which all insurance companies pay a set annual premium.

It is different to the emergency fund which was set up by the government immediately after the events to help people who are not insured.

?For those that are insured a lot of people assume that their insurance company will sort out their claim, but they don?t realise this is something they must do themselves,? continued Caplen.

?It can be a long and complicated process and they will probably need to seek independent advice, perhaps from a lawyer.

?It is heartbreaking to see the effects these things have on peoples lives and it is a shame they are not better informed about the claims process in the first place.?

One way that sensors can track your position without using an array of satellites is by measuring your acceleration as you move around -- but unless you're piloting a jumbo jet, current devices aren't very accurate. Researchers at Caltech hope to change all that with a new, ultra-sensitive accelerometer they developed, which uses laser light to detect motion changes. The scientists managed to shrink a so-called large-scale interferometer down to micro-scale sizes, creating a device "thousands of times faster than the most sensitive sensors used today." That could allow a smartphone with such a micro-sensor to detect your exact position even while inside a grocery store, and flash "ads and coupons for hot dog buns" while you're in the bread aisle, according to Caltech. All that sounds good, but we can perhaps think of more inspiring uses for the new tech.
