UCI researcher is noted for advancing nascent field of systems biology

Irvine, Calif., Feb. 28, 2013 Arthur Lander, a recognized leader in the emerging field of systems biology whose research has helped identify underlying causes for some cancers and birth defects, has been named the Donald Bren Professor of Developmental & Cell Biology at UC Irvine.

The Bren Professors Endowment was established with a gift from Donald Bren, chairman of the Irvine Company, to help UC Irvine attract and retain the nation's foremost scholars. Lander joins a distinguished group of faculty researchers, including two School of Biological Sciences colleagues, evolutionary biologist Francisco J. Ayala, a 2001 National Medal of Science honoree, and evolutionary biologist Michael Clegg, foreign secretary of the National Academy of Sciences.

Lander, 54, holds appointments in both developmental & cell biology and biomedical engineering at UC Irvine and is founding director of the campus's Center for Complex Biological Systems. He chaired the Department of Developmental & Cell Biology from 2000 to 2007. A fellow of the American Association for the Advancement of Science, he earned a Ph.D. and an M.D. at UC San Francisco and joined the UC Irvine faculty in 1995.

"Arthur Lander is an exemplary, world-class leader in systems biology, and this endowment recognizes his success and continued dedication to understanding how complex cell interactions can lead to serious diseases and conditions," said Albert Bennett, the Hana & Francisco J. Ayala Dean of UC Irvine's School of Biological Sciences.

Lander and his laboratory team study how cells communicate with each other to coordinate the elaborate behaviors that underlie development and regeneration. The research helps explain why birth defects happen, how tissues control their size and how cancers grow. Lander helped identify the gene for Cornelia de Lange syndrome, a disabling, multisystem, genetic disease that affects one in 10,000 children and, with collaborators at UC Irvine, created animal models that are being used to find ways of preventing and treating it.

For more than a decade, he has also been an acknowledged pioneer in systems biology, an emerging field that exploits the tools of mathematics, engineering and computer science to examine how networks of molecules, cells, tissues and organs interact to ensure that biological systems function reliably.

In 2001, Lander founded UC Irvine's Center for Complex Biological Systems, the first of its kind in California. Since then, the facility has helped UC Irvine garner more than $36 million in federal and private aid for research, education and outreach by teams of biologists, mathematicians, physical scientists and engineers. It's currently among 15 National Centers for Systems Biology funded by the National Institute of General Medical Sciences, one of the National Institutes of Health.

"I am grateful to UC Irvine and the Bren Professors Endowment for giving me this exciting opportunity to continue and expand my efforts in research, teaching and community engagement," Lander said.   • If your vehicle doesn?t already have an anti-theft system, have one installed. Thieves are more likely to break into cars that do not have alarm systems; they are less likely to steal vehicles that can be tracked. Many insurers offer discounts for vehicles equipped with anti-theft systems.
  • At night, park your car in well-lit areas and be aware of your surroundings.
  • If you park on an incline, leave your car in park or in gear with the wheels turned toward the curb. This makes it harder for thieves to tow your vehicle.
  • Know who you?re dealing with. Most auto thefts are committed by professionals who often target high-performance cars and popular models whose parts are interchangeable. They usually turn the cars they steal over to ?chop shops? or to third parties that export them to other countries.
  • Watch out for the ?bump-and-rob? move. Carjackers may intentionally bump your car from the rear and then steal it when you get out to examine the damage.
  • If confronted by a carjacker, do not resist. Cars can be replaced; you can?t.

The Christian Science Monitor reported yesterday that the most recent protests come on top of frustration about the seemingly endless Israeli occupation and settlement growth, as well as Israeli and international inaction.

It could also provide Israeli justification for maintaining or increasing checkpoints, arrests, and administrative detention in the name of security.

Reuters reports that international leaders had hoped the unrest in the West Bank was dying down prior to the rocket attack from Gaza, for which the militant group Al-Aqsa Martyrs Brigades claimed responsibility. The news agency described the attack as ?an apparent show of solidarity? with the protests. It was the first such attack since a cease-fire was signed in November to end eight days of Palestinian rocket fire and Israeli air strikes.

The Wall Street Journal reports that ?Israel is taking the unrest seriously,? with Prime Minister Benjamin Netanyahu holding ?security consultations? yesterday and sending a representative to Ramallah to urge the Palestinian Authority (PA) to calm the protesters.

Mark Regev, a spokesman for Mr. Netanyahu, pinned blame for the protests, some of which turned violent, on PA officials, the Journal reports. "There were elements within the [Palestinian Authority] who were actually encouraging incitement and violence," Mr. Regev said. "The Palestinian Authority has an obligation to maintain law and order."

And Amos Gilad, an Israeli defense official, told Army Radio that ?It looks as if the Palestinian Authority is trying to walk a delicate tightrope: both raising unrest and displays of violence and not wanting the matter to spin out of control,? the Sydney Morning Herald reports.

WASHINGTON (AP) ? A deeply divided Senate voted on Tuesday to confirm Republican Chuck Hagel to be the nation's next defense secretary, handing President Barack Obama's pick the top Pentagon job just days before billions of dollars in automatic, across-the-board budget cuts hit the military.

The vote was 58-41, with four Republicans joining the Democrats in backing the contentious choice. Hagel's only GOP support came from former colleagues Thad Cochran of Mississippi, Dick Shelby of Alabama and Mike Johanns of Nebraska ? all three had announced their support earlier ? and Rand Paul of Kentucky.

The vote came just hours after Republicans dropped their unprecedented delay of a Pentagon choice and allowed the nomination to move forward on a 71-27 vote.

Hagel, 66, a former two-term Nebraska senator and twice-wounded Vietnam combat veteran, succeeds Defense Secretary Leon Panetta. Hagel is expected to be sworn in at the Pentagon on Wednesday.

Obama welcomed the bipartisan Senate vote, although 41 Republicans opposed his nominee, and said in a statement that "we will have the defense secretary our nation needs and the leader our troops deserve."

The looked past the divisions and said he was grateful to Hagel "for reminding us that when it comes to our national defense, we are not Democrats or Republicans, we are Americans, and our greatest responsibility is the security of the American people."

Republicans had opposed their onetime colleague, casting him as unqualified for the job, hostile toward Israel and soft on Iran. The objections remained strong well after the vote.

"I continue to have serious questions about whether Chuck Hagel is up to the job of being our secretary of defense," Sen. Lindsey Graham, R-S.C., said in a statement. "I hope, for the sake of our own national security, he exceeds expectations."

Hagel joins Obama's retooled second-term, national security team of Secretary of State John Kerry and CIA Director-designate John Brennan at a time of uncertainty for a military emerging from two wars and fighting worldwide terrorism with smaller, deficit-driven budgets.

Among his daunting challenges are deciding on troop levels in Afghanistan as the United States winds down its combat presence and dealing with $46 billion in budget cuts set to kick in on Friday. He also will have to work with lawmakers who spent weeks vilifying him.

Republicans insisted that Hagel was battered and bloodied after their repeated attacks during the protracted political fight.

"He will take office with the weakest support of any defense secretary in modern history, which will make him less effective on his job," said Sen. John Cornyn of Texas, the Senate GOP's No. 2 Republican.

Not so, said Democratic Sen. Jack Reed, who pointed out that Hagel now has the title and the fight is history.

"All have to work together for the interest of the country," said Reed, D-R.I.

The vote ended one of the most bitter fights over a Cabinet choice and former senator since 1989 when the Democratic-led Senate defeated newly elected President George H.W. Bush's nomination of Republican John Tower to be defense secretary.

In the course of the rancorous, seven-week nomination fight, Republicans, led by freshman Sen. Ted Cruz of Texas and Sen. Jim Inhofe of Oklahoma, insinuated that Hagel has a cozy relationship with Iran and received payments for speeches from extreme or radical groups. Those comments drew a rebuke from Democrats and some Republicans.

Sen. Carl Levin, D-Mich., the chairman of the Armed Services Committee, dismissed the "unfair innuendoes" against Hagel and called him an "outstanding American patriot" whose background as an enlisted soldier would send a positive message to the nation's servicemen and women.

Sen. Claire McCaskill, D-Mo., questioned how the confirmation process devolved into a character assassination in which Hagel was accused of "having secret ties with our enemies."

"I sincerely hope that the practice of challenging nominations with innuendo and inference, rather than facts and figures, was an aberration and not a roadmap," she said in a statement after the vote.

Obama got no points with the GOP for tapping the former two-term Republican senator. GOP lawmakers excoriated Hagel and cast him as a radical far out of the mainstream.

Sen. John McCain, R-Ariz., clashed with his onetime friend over his opposition to President George W. Bush's decision to send an extra 30,000 troops to Iraq in 2007 at a point when the war seemed in danger of being lost. Hagel, who voted to authorize military force in Iraq, later opposed the conflict, comparing it to Vietnam and arguing that it shifted the focus from Afghanistan.

McCain said several GOP lawmakers also had "a lot of ill will" toward the moderate Republican for his criticism of Bush and his backing for Democratic candidates.

Shortly after a White House meeting with Obama on immigration on Tuesday, McCain voted against his onetime friend and fellow Vietnam veteran.

Republicans also challenged Hagel about a May 2012 study that he co-authored for the advocacy group Global Zero, which called for an 80 percent reduction of U.S. nuclear weapons and the eventual elimination of all the world's nuclear arms.

In an echo of the 2012 presidential campaign, Hagel faced an onslaught of criticism by well-funded, Republican-leaning outside groups that labeled the former senator "anti-Israel" and pressured senators to oppose the nomination. The groups ran television and print ads criticizing Hagel.

Opponents were particularly incensed by Hagel's use of the term "Jewish lobby" to refer to pro-Israel groups. He apologized, saying he should have used another term and should not have said those groups have intimidated members of the Senate into favoring actions contrary to U.S. interests.

The nominee spent weeks reaching out to members of the Senate, meeting individually with lawmakers to address their concerns and seeking to reassure them about his policies.

Hagel's inconsistent performance during some eight hours of testimony during his confirmation hearing last month undercut his cause.

On Feb. 12, the Armed Services Committee approved the nomination on a party-line vote of 14-11. Two days later, a Democratic move to vote on the nomination fell a few votes short as Republicans insisted they needed more time to consider the pick.

Hagel's nomination also became entangled in Republican demands for more information about the deadly assault on the U.S. diplomatic mission in Benghazi, Libya, last September. Ambassador Chris Stevens and three other Americans were killed in that attack.

Republicans allowed the nomination to move forward, with 18 Republicans joining the Democrats. Many had warned against the precedent of denying a president his Cabinet choices.

Paul's vote for Hagel came as something of a surprise. Moira Bagley, a spokeswoman for the senator, said that while he disagrees with Hagel on a number of issues, Paul believes a president should have some leeway in his political appointments.

Missing the vote was Democratic Sen. Frank Lautenberg of New Jersey.

S.Africa's Budget needs to raise revenue to support spending

JOHANNESBURG (Reuters) - South Africa's chronic joblessness is eroding the tax base and swelling the number of dependants on state funds, goading the government to increase revenues and economic growth to cut a budget gap.

In his 3-year budget plan on Wednesday, Finance Minister Pravin Gordhan will try to reassure bond investors worried about increased issuance, and also appease key ratings agencies who have downgraded South Africa's credit rating.

Economists say Gordhan is unlikely to announce a much wider deficit than October's 4.5 percent projection for 2012/13. The consensus among 14 economists polled by Reuters is for a slight upward revision to 4.7 percent of GDP.

In his State of the Nation address two weeks ago, President Jacob Zuma said government would focus on creating jobs, and reducing poverty and inequality this year.

Violent labour strife in the mining and farming sectors in the last six months, coupled with public protests against a lack of basic services like water and housing, point to rising tensions as social divides persist nearly 20 years after white minority rule ended.

Gordhan could tweak tax policies to increase revenue, while markets will want to see evidence of a clear plan to induce higher economic growth.

TAXES SHRINK ON JOB LOSSES

The Treasury has seen its tax base shrink as the economy loses jobs while the government's social welfare programme, which gives out grants to 16 million people, has been a drag on state coffers.

"The balancing act is becoming harder to maintain with each budget. We have too few taxpayers supporting too many grant recipients. This is simply unsustainable," Ettiene Retief of accounting group SAIPA said.

With the government struggling to make headway in its job creation targets, Zuma said earlier this month Gordhan would be reviewing tax policies to support public spending.

Mining royalties are likely to be the main focus of the review, and Gordhan may increase personal income taxes and value added tax (VAT), which has been capped at 14 percent for two decades.

But likely resistance from powerful labour union and government ally COSATU, could see Gordhan holding off on raising personal taxes until after national elections due in 2014.

The market also wants clarity from Gordhan on a 3-year old plan in which the government would subsidise wages for new entrants to the job market. COSATU has rejected the plan, saying employers could use it to push out long-serving employees while exploiting new workers.

Given South Africa's history of under spending on infrastructure, investors also want to see concrete spending plans for 845 billion randworth of funds put aside last year.

At the same time, Gordhan will want to assure investors that he is committed to prudent spending, following downgrades from Standard & Poor's and Fitch which have left South Africa's sovereign rating just one level above the speculative grade. Moody's rating is two levels above.

While South Africa's debt-to-GDP ratio remains manageable at nearly 40 percent, ratings agencies are looking for the Treasury to reverse the trend of rising public debt.

California: Wendy's chili finger lady faces new allegations

SAN JOSE, Calif. (AP) ? A Northern California woman convicted of planting a severed finger in a bowl of Wendy's chili has been arrested again after police say she made up another tale, this one about a shooting involving her son.

Anna Ayala, the so-called Chili Finger Lady did not enter a plea at her arraignment on Friday after she was arrested Thursday on suspicion of being an accessory to a felony and filing a false police report.

Authorities say the 47-year-old Ayala told officers that her son, Guadalupe Reyes, had been shot in the ankle by two unknown people and gave them a detailed description of the assailants.

They say she later acknowledged that Reyes had shot himself.

The 26-year-old Reyes has been charged with being a felon in possession of a firearm and ammunition.

Both are being held in jail on $150,000 bail apiece. They are due back in court on March 1.

Analysis: Italian firms innovate to fight recession

MILAN (Reuters) - Bioplastics group Mossi & Ghisolfi has hired 50 people a year for the last five years - not bad when Italy's unemployment has risen steadily to a 13-year high above 11 percent.

Now a world leader in its field, the Piedmont-based firm is so specialized that, to meet booming demand, it is even wooing home talented emigrants ready to take jobs at much lower pay than they could earn in Germany or the United States.

"Our business is all about technology and research. Italy is trying to compete with Vietnam on costs. That won't work. But Italy is the Vietnam of research. Our researchers are cheap, and that's the way forward," says group CEO Guido Ghisolfi.

The $3 billion-sales multinational, which boasts among its customers Coca-Cola, Danone, Nestle and Cadbury Schweppes, is an example of one of Italy's hidden strengths - companies that thrive by focusing on technology, innovation and exports.

Italy's next government must nurture such firms in a shrinking economy where domestic consumption is depressed by tax hikes and spending cuts aimed at reducing the budget deficit.

Caught in its longest recession for two decades, Italy's industrial production is around 25 percent below 2008 levels.

According to chamber of commerce association Unioncamere, around 1,000 Italian firms a day closed in 2012. Some fear that a weak government after this weekend's elections will shy away from the difficult reforms needed to make Italy competitive.

ITALY'S OTHER STORY

But if the headline data makes dismal reading it doesn't tell the whole story.

Clusters of medium-sized firms in engineering, packaging, fashion, food and ceramics are a reminder that Italy is still Europe's second-largest manufacturer - though few of these are located in the country's chronically depressed south.

According to the Trade Performance Index drawn up by UNCTAD/WTO on the basis of indicators such as net exports, world export share and product diversification, Italy is the most competitive exporter after Germany at the world level.

It had a trade surplus for manufactured goods of 94 billion euros in 2012.

"It's not true Italy is not competitive," says Marco Fortis, who teaches industrial economics at Milan Cattolica University, noting that its feeble growth is due largely to a 20-year process of deleveraging in public finances and rising taxes.

"The Chinese can do the simple stuff better but 'Made in Italy' is flourishing on high value-added products. Success lies in tailor-fitting production to client needs, not mass production," he says.

For companies in the buoyant fashion and machinery sectors it is factors like brand strength, market presence and post-sales service that are telling, not prices.

Bologna-based IMA , world leader in machines that package pharmaceuticals and make tea-bags for companies like Twinings, has seen its sales grow in recent years as it uses its technological know-how to branch out into new sectors.

"Moving forward we intend to use our innovative DNA to pay more attention to non-pharmaceutical business such as food," CEO and Chairman Alberto Vacchi said.

SCOUTING THE WORLD

IMA, like the world's biggest airport retailer Autogrill , has placed private bonds in the United States - proof that despite chaotic politics and corruption scandals investors are not completely shunning the euro zone's No. 3 economy.

Some companies are scouting the world for innovation.

Biomedical group Sorin , a world leader in cardiovascular disease that makes cutting-edge technology for open-heart surgery, is combing world markets for start-ups that will complement its product portfolio.

"We are snapping up ideas and technologies worldwide by buying into start-ups," Sorin chairman Rosario Bifulco said.

Fiamm, Italy's biggest battery maker with factories across the world, is reopening its historical site in north Italy and hiring more workers after developing a new sodium nickel battery which it said opened up a new client base.

Fiamm, like most of Italy's success stories, exports some 75 percent of its production to offset flaccid domestic demand.

Interpump , whose high-pressure water pumps can cut through steel, currently exports 87 percent of output.

"Internationalisation is a must. Our domestic orders portfolio has been halved as clients start to feel the pressure of the crisis and liquidity," CEO Fulvio Montipo said.

Analyst Reiterates Claims of a Qualcomm Made Chip for the Galaxy S 4

We?ve already heard plenty about Samsung?s Galaxy S IV, ranging from launch dates to rumored specs, the Samsung flagship makes constant appearances in the rumor mill. However, we recently came across one report which suggested that the smartphone might pack a Qualcomm made chipset and not the Exynos 5 Octa as rumored. This was merely a rumor back then and it seems like this rumor is getting more traction now as an analyst has reiterated this claim, adding to Samsung?s alleged woes. The company?s Exynos 5 Octa chip was pretty much a certainty for the smartphone, but the analyst mentions that the chipset is facing some issues with power consumption. Which is why Samsung is believed to be looking towards Qualcomm as the chip supplier for the yet to be announced flagship. What gives weight to this rumor is the fact that we?ve seen plenty of leaked benchmarks of a mystery Samsung device sporting Qualcomm made SoCs, which pretty much appears to be the Galaxy S IV.

An analyst from Piper Jaffray named Gus Richard clearly mentions that Samsung is having trouble getting the Exynos 5 Octa chip onboard the new flagship. This is what he had to say ? ?We believe Samsung?s Galaxy S4 has slipped and the Galaxy S3 has been in production a quarter longer than expected. We believe the S4 is being delayed primarily due to power issues with the company?s eight-core Exynos Octa [?] we believe the company is likely to shift more to external sources. We believe QCOM will pick up more of Samsung?s S4 business.? This is certainly something we didn?t expect, and I?m sure it has taken Samsung by surprise too. However, it?s the onboard customization by Samsung and other software tweaks which should make it stand out from the rest of the competition.

There hasn?t been enough clarity on the matter so far, so it won?t be right for us to jump to conclusions. But there?s not much time left for the rumored March 14 announcement date of the next Samsung flagship. And even if it doesn?t pack the Exynos 5 Octa chip and comes with a Qualcomm Snapdragon variant instead, it?s not going to be the end of the world for Samsung. Qualcomm chips are very power efficient and the chip maker has been the go-to choice of several mobile manufacturers today. Google and LG decided to fill in the Snapdragon S4 Pro chip inside the Nexus 4 without making it too much of a battery drainer. Sure it doesn?t pack the best battery out there, but it?s certainly on par with most top tier smartphones.

If Samsung?s troubles are indeed real, it should come as very good news for Qualcomm, which didn?t have good things to say about Samsung?s ?octa? core chipset. However, it wouldn?t mind mass producing chips for Samsung devices going into 2013. Another cause for concern is the fact that the Samsung Galaxy S III is still in production despite this being the first quarter of 2013. This indicates that there could be a delay in the launch of the next Galaxy flagship, which should be heartbreaking for a few out there. Regardless, we hope Samsung figures out its problems beforehand so as to not wreck its projections for 2013.

If you have an uncomplicated return (one W2, for example, and take the standard deduction), congratulations: You don't have to worry much about organizing your tax records. For everyone else, though, managing the piles of receipts and other documents is a big part of the pain. Several apps can help with that.

Evernote: The Swiss Army knife of note taking and capture tools, Evernote excels at keeping your documents categorized into notebooks. You can set up a tax notebook and then either sub-notebooks or tags for different categories like income statements, interest earned, charitable contributions, and the like. Combine Evernote with compact scanner Doxie or ScanSnap, and you can quickly file your receipts in Evernote. Shoeboxed: If scanning and managing all those papers isn't your thing, take a look at receipt scanning solution Shoeboxed. As we've previously mentioned, you can mail, email, or upload your receipts to Shoeboxed and they'll OCR and categorize the documents for you. You can export those receipts to popular tax programs, as well as Evernote, and mobile apps are available. A free account lets you store 5 documents per month, while premium plans starting at $9.95 give you more capacity.

Slice: Slice is a brilliant receipt and package tracking webapp and mobile app. It scans your Gmail for receipts and gives you an overview of your entire purchase history. Last year, I used the convenient listing to find tax-deductible receipts I had forgotten about.

Expensify (pictured right): If you can take deductible expenses like car mileage and meals and entertainment expenses when you travel for business, Expensify has your back. The mobile apps and web receipts extension capture all those stray receipts and attachments and can turn them into IRS-approved eReceipts. It's a great app for independent contractors.

Your personal finance program and financial accounts: Of course, don't forget to consult your personal finance tool, such as popular Mint or Quicken to see spending by category and find all those deductible expenses. Both can port your information to TurboTax.

Also, your year-end statements from your credit card or bank can also come in handy if you're hunting down your tax-related expenses. (American Express has an awesome searchable and sortable view of statements by category.)

TaxCaster by TurboTax (pictured right): Want a sneak peek at how much of a refund (or tax bill) you'll get this year? This free tax refund calculator will estimate your taxes based on your quick inputs. It's available online, for Android, and for iOS.

Bloomberg BNA Quick Tax Reference: This app for Android,iPhone, and BlackBerry gives you instant access to tax rates and other handy information, such as IRA limits, mileage rates, and more. It's developed for financial professionals, but also offers useful tools like quickly calculating your total tax.

TaxACT Central: A companion app to the popular, free tax filing service, TaxACT Central can answer your tax questions and keep you organized, with a convenient checklist of what you need to file. You don't have to use TaxACT for filing to make use of the Android or iPhone app.

File your taxes and monitor your refund

We generally recommend going to a tax professional unless you have a very simple return. If yours isn't complicated, though, mobile and desktop apps can streamline filing your return and tracking your refund.

TurboTax SnapTax (pictured right): You can file your taxes in as little as ten minutes using this simple Android and iPhone app. Snap a photo of your W2, answer a few questions, and file right from the phone or online. (Isn't the future great?) This app is only for those who: make under $100,000 ($120,000 if married); only have W2, interest, or unemployment income; and don't own a home. Free to try, but $24.99 to file both federal and state.

H&R Block also offers mobile tax apps. The 1040EZ for Smartphone prepares your simple federal and state returns for free on Android and iPhone. There's also a iPad app not limited to 1040EZ returns, with free federal filing for simple returns and an additional fee for state filing.

Of course, both of these tax services (and many others) have desktop and/or webapps. Not all tax preparation software will give you the same results, though.ConsumerSearch has rounded up reviews of the top four tax prep applications, and Get Rich Slowly has an excellent (yet older) price comparison of these solutions and services.

IRS2Go: From Uncle Sam himself, IRS2Go doesn't let you file taxes from the Android oriPhone apps, but you can check the status of your refund, get tax law updates, request a copy of your tax records in the mail, and watch IRS YouTube videos. (Perhaps not the most exciting download, but we are talking about the IRS and taxes here.)

Grab these apps and put them in a new tax organization folder and you'll be set for this tax season and beyond.

The device is small and lightweight, but with the same size screen as the iPad. Battery life is 8 - 10 hours depending on usage. It is very simple to setup and use. You use just like your iPhone, but it is bigger! Now, I will take the mini instead of my laptop on trips. Thanks, Apple! 01/25/2013
